本项目在“广州市建筑二氧化碳排放达峰行动方案”的基础上，结合广州市的碳排放达峰目标和方案部署，研究建筑在规划、设计、施工、运营等工程建设全生命期各个环节的碳排放达峰具体实施路径，并从新建建筑节能降碳、既有建筑节能改造、建筑终端用能结构调整、节能降碳保障措施、建筑碳中和技术等多个方面，提出实现碳排放达峰目标的具体落地措施。
