以打造整洁干净人居环境为目标，从源头上实现生活垃圾分类减量，切实解决生活垃圾治理不彻底问题，强化垃圾定点投放和分类收集，确保全镇生活垃圾收运体系覆盖率100%， 村庄保洁员覆盖率100%，圩镇生活垃圾无害化处理达到 100%，农村生活垃圾无害化处理达到 95%以上，农村生活垃圾分类减量率达到 35%以上，资源化利用率达 20%以上。本项目需收集清运为农村居民的生活垃圾，不包含建筑垃圾、工业垃圾。本项目需配备的垃圾运输车辆，司机及垃圾装卸工，由成交供应商提供并负责运营管理。
