货物或服务的说明:城乡社区发展是整个社会治理的重心，党的十五届五中全会中明确指出“社会治理，特别是基层治理水平要明显提高”。因此，积极推进《桐乡市城乡社区发展规划》就显得十分重要。桐乡市在市域社会治理已经形成了“自治、法治和德治”“三治融合”的金名片，这个经验已经写入了党的“十九大”报告，成为城乡基层社会治理体系。“十四五”期间，桐乡市的城乡社区发展亟需破题，形成组织效应和品牌效应，开始新规划和新征程。 因此，该规划将立足于桐乡市“十三五”城乡社区发展的经验总结的基础上，面对新的形势发展的新要求，提出“十四五”期间城乡社区建设的总体性指导思想和基本原则，建立城乡社区发展目标体系和指标体系，特别是“争先行动”工程的规划及其相应的保障措施。 整个规划将遵循“强优势、补短板和前瞻性”的总体要求，在规定的时间内高质量完成规划编制的全部流程。
