招标公告

1. 招标条件

1.1本招标项目四川省通江县小通江右岸东门大桥～城东村三社段防洪堤工程(项目名称)已由通江县发展和改革局(项目审批、核准或备案机关名称)以通发改〔2020〕361号（批文名称及编号）批准建设，建设资金来自争取上级补助资金及地方配套（资金来源），项目出资比例为100% ，招标人为通江县中小河流治理工程建设管理中心。项目已具备招标条件，现对该项目的施工进行公开招标。

1.2本招标项目为四川省行政区域内的国家投资工程建设项目，通江县发展和改革局（核准机关名称）核准（招标事项核准文号为通发改〔2020〕361号）的招标组织形式为委托招标。招标人选择（本招标项目在省发展改革委指定比选网站上的项目编号为/）的招标代理机构是国信国际工程咨询集团股份有限公司。

2. 项目概况与招标范围

2.1建设地点：通江县县城。

2.2项目规模：新建堤防0.75166公里。

2.3 招标范围：本次工程量清单及施工图所示范围内的全部内容。

2.4计划工期：210日历天。

2.5标段划分：施工1个标段。

3. 投标人资格要求

3.1本次招标要求投标人须具备企业独立法人资格，并具有行政主管部门颁发的水利水电工程施工总承包三级及以上（四川省省外企业须具备《四川省省外建筑企业入川承揽业务验证登记证》或带二维码的《四川省省外施工、监理入川承揽业务信息录入证》）资质，已完工的不低于合同金额1000万元的一个堤防类工程施工业绩，并在人员、设备、资金等方面具有相应的施工能力。

投标人应在水利建设市场监管平台备案（http://xypt.mwr.gov.cn/），且投标人名称和水利资质应与平台备案的相应企业名称和水利资质完全一致。

3.2本次招标不接受联合体投标。

3.3各投标人均可就上述1(具体数量)个标段投标，但能中标的数量不超过1个。

4. 招标文件的获取

4.1 凡有意参加投标者，请于2020年12月9日00 时00 分（北京时间，下同）至2020年

12月13日23时59分登陆巴中市政务服务和公共资源交易服务中心网站（http://zwhjy.cnbz.gov.cn/）“公共资源交易平台”中“建设工程招标投标”通过数字证书下载招标资料（招标文件、工程量清单、施工图纸等）。

4.2 招标人不提供其他任何报名和招标文件获取的方式。

5. 投标文件的递交

5.1投标文件递交的截止时间（投标截止时间，下同）为2020年12月29日10时00分，地点为巴中市政务服务和公共资源交易服务中心(经开区红星街70号巴中市民之家4楼）本项目开标室。

5.2逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

6. 发布公告的媒介

本次招标公告在全国公共资源交易平台（四川省）、《四川建设网》、《巴中市政务服务和公共资源交易中心网》上发布。
