中招国际招标有限公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2020-12-07在中国国际招标网公告。 本次招标采用传统招标方式，现邀请合格投标人参加投标。

项目概况：1.1工程描述： 温州市域铁路S2线一期工程起于温州乐清市城东街道下塘站，止于温州瑞安市人民路站。线路全长63.63公里，设车站20座，其中地下站1座（机场站），其余均为高架站，平均站间距3.27公里，最大站间距8.37公里（黄华站～灵昆站），最小站间距1.393公里（清泉站～汀田站）。全线于乐清下塘设下塘停车场，于瑞安汀田设瑞安车辆段。 1.2工程范围： 1）一期工程正线设计范围为从下塘站至人民路站共计63.634km的双线正线线路，以及其范围内的折返线、渡线、存/停车线、正线与车辆段/停车场的联络线。 2）20座正线车站，其中高架站19座，地下站1座； 3）工程初期配属37列车（市域车辆、4节编组）； 4）瑞安车辆段； 5）下塘停车场； 6）控制中心； 7）维修中心； 8）培训中心； 9）试车线。 温州市域铁路S2线一期工程信号系统的招标，包括LTE承载网络和专用无线通信系统（含二次开发相关内容）、信号系统的设计、系统集成、设计联络、设备制造、出厂检验、包装、供货、运输、交货、仓储、安装督导、测试、试验、系统调试、综合联调、开通运营、第三方安全认证和评估、预验收、试运行、设备性能确认、初期运营、竣工验收、人员培训、备品备件、仪器仪表及工器具的提供、质量保证期内系统缺陷的纠正和维护、信号系统内部各子系统及设备间的接口、信号系统和其它系统及设备间的接口、S2线与S1、S3线的相关接口和功能要求、网络安全等级保护的具体规定和要求。 1.3工程进度及相关要求： 1）里程碑工期策划 1.本工程计划2023年03月01日全线试运行。 2.主要里程碑工期策划： ①2021年12月31日全线洞通； ②2022年04月30日全线轨通； ③2022年10月11日全线接触网电通； ④2023年03月01日空载试运行。 ⑤2023年07月01日全线正式通车初期运营。

1.Bidding Conditions











Overview：1.1 Project Description: Phase I project of Wenzhou City railway S2 starts from Xiatang station, Chengdong street, Yueqing City, Wenzhou, and ends at Renmin Road Station of Ruian City, Wenzhou. The total length of the line is 63.63 km, with 20 stations, including 1 underground station (Airport Station) and the rest are elevated stations. The average station spacing is 3.27 km, the maximum station spacing is 8.37 km (Huanghua station Lingkun station), and the minimum station spacing is 1.393 km (Qingquan station tingtian station). Xiatang parking lot is set in Xiatang of Yueqing and Ruian depot is set in tingtian, Ruian. 1.2 scope of work: 1) The design scope of main line of phase I project includes 63.634km double track main line from Xiatang station to Renmin Road station, as well as turn back line, crossover, storage / parking line, connecting line between main line and depot / parking lot. 2) There are 20 main line stations, including 19 elevated stations and 1 underground station; 3) At the initial stage of the project, 37 trains (urban vehicles, 4-car formation) will be allocated; 4) Ruian depot; 5) Xiatang car park; 6) Control center; 7) Maintenance center; 8) Training center; 9) Testing line. The bidding for signal system of phase I project of Wenzhou City railway line S2 includes LTE bearing network and special wireless communication system (including secondary development related contents), signal system design, system integration, design liaison, equipment manufacturing, factory inspection, packaging, supply, transportation, delivery, storage, installation supervision, test, system commissioning, integrated joint commissioning and operation Safety certification and evaluation of the third party, pre acceptance, trial operation, equipment performance confirmation, initial operation, completion acceptance, personnel training, spare parts, instruments and tools, correction and maintenance of system defects within the warranty period, interfaces among subsystems and equipment in signal system, interfaces between signal system and other systems and equipment, S2 line and S1, S3 Relevant interface and functional requirements of the line, specific provisions and requirements of network security level protection. 1.3 project progress and relevant requirements: 1) Milestone Schedule Planning 1. The project is planned to be put into trial operation on March 1, 2023. 2. Main Milestone Schedule Planning: ① The whole line will be open to traffic on December 31, 2021; ② The whole line will be put into operation on April 30, 2022; ③ On October 11, 2022, the catenary of the whole line will be electrified; ④ No load test run will be carried out on March 1, 2023. ⑤ The whole line will be officially opened to traffic on July 1, 2023, and will be put into operation at the initial stage.
